Municipal Finance & Services Corps Accelerated Municipal Payment (AMP) Program is a non-factoring accelerated account payable (AP) processing service that enables government entities to extend payment terms by transforming normal accounts payables into longer-term (up to 75 days) senior obligations of these entities.

This provides the client with numerous benefits, such as allowing them to retain and manage their monies longer and allowing the client to improve cash flow and establish stronger credit. The clients vendors are given the ability to enhance their own cash flow when extended the opportunity to opt-in to the program providing for the immediate payment of approved invoices.

Mr. Barnes is a founding member and serves as the Chief Business Development Officer focusing his efforts upon external marketing, strategic corporate relations, executive administration, compliance, and legal. Mr. Barnes has over 40 years of experience as a New Jersey and Washington DC business attorney, federal government official, and Presidential appointee. In addition to his professional endeavors, Mr. Barnes is also a proactive volunteer and has chaired a variety of domestic and internationally recognized charitable institutions. He is a noted leader and recognized by his peers as evidenced by his association with the following organizations in Washington, D.C. including the U.S. Department of Homeland Security-Senior Executive, and Director - Global Security & Innovative Strategy. Mr. Barnes has served as an Attorney at Law for law firms in both New Jersey and Washington, DC. Among Mr. Barnes notable organizations: National Executive Board - Boy Scouts of America, Life Member Vietnam Veterans of America, Life Member 101st Airborne Division Association and recently Conferred Papal Honor of Knight Commander, Pontifical Order of St. Gregory, by Pope Francis I.
